You can still enter if you don't live in the us as long as you are 18 or younger.
All uploaded videos that qualify (like you follow the rules) will be put on Mileyworld.

OFFICIAL RULES
1. NO PURCHASE NECESSARY TO ENTER OR WIN. Void in Puerto Rico and where prohibited or restricted by law. All entries become property of Sponsors. All entries become the property of Sponsors and will not be acknowledged or returned except as herein described. The Contest is open to anyone who is age 18 or younger at time of entry. Contest not open to employees or the immediate family members of individuals employed by Interactive Media Marketing, Inc., The Walt Disney Company, its parents, subsidiary and affiliated companies, affiliates, licensees, advertising and promotional agencies, the independent judging organization, printing agents or any other sponsors (collectively “Sponsors”).
2. Contest commences 12:00 p.m. (Pacific Daylight Time) July 22, 2008 and ends 12:00 p.m. (Pacific Daylight Time) October 31, 2008 (“Promotional Period”).
3. TO ENTER:
Create a video 1 minute in length or less of you showcasing your vocal talent and enter as described below. Videos that exceed 1 minute will be automatically excluded from consideration.
Via Online: Members of Mileyworld.com are able to complete their entry online by uploading their digital video at www.mileyworld.com, selecting “Contests” and following the instructions given.
Entrants must complete all required data. All incomplete or inaccurate entries shall be rendered void. Sponsors are not responsible for any problems or technical malfunctions, human error, lost/delayed data transmission, omission, interruption, deletion, defect, line failures of any telephone network, computer on-line systems, servers or providers, computer equipment, software, failure of entrants on account of technical problems or traffic congestion on the internet or at any web site or any combination thereof, including injury or damage to participants or to any other person’s computer related to or resulting from participating or downloading materials contained in this Contest. If for any reason the Contest is not capable of running as planned, including infection by computer virus, bugs, tampering, unauthorized intervention, fraud, technical failures, or any other cause beyond the control of the Sponsors which corrupt or affect the administration, security, fairness, integrity or proper conduct of this Contest, Sponsors reserve the right at their sole discretion to cancel, terminate, modify or suspend the online portion of the Contest. Should the Contest be terminated or cancelled prior to the stated expiration date, notice will be posted on the website, and any entries received prior to the termination or cancellation will be included in the drawing. Entries that have been tampered with or altered will be deemed void. In the event that a Winner entered via online and there becomes a dispute over who submitted the winning entry, the holder of the winning email address will be declared the Winner. The use of any system or agent to submit online entries in connection with this Contest is prohibited and will result in disqualification. Collection and use of personally identifiable information will be in accordance with the IMM Privacy Policy as posted at http://www.mileyworld.com. All entries must be received by IMM by 12:00 p.m. (Pacific Daylight Time) October 31, 2008.
Via Mail: Mail the following to “Are You a Star?” Contest c/o MileyWorld, P.O. Box 1459, Santa Monica, California 90406: (1) a 3 x 5 postcard containing your name, your home address, your e-mail address and a signed statement from a parent or guardian that you may enter the Contest; and (2) your digital video entry in DVD-ROM or CD-ROM format. All entries must be received by IMM by 12:00 p.m. (Pacific Daylight Time) October 31, 2008.
4. The procedure of the Contest is as follows: entrants will submit video demos of their singing talent. The best four (4) entries as selected by IMM in its sole and absolute discretion will become Finalists and will be featured as Finalists on www.mileyworld.com or any other website as set forth by IMM. In order to become a Finalist, an entrant and his or her parent or guardian will be required to sign an affidavit: (i) releasing Sponsors from any and all liability, claims, demands and causes of action for personal injury and/or damage, theft, or loss suffered in connection with this Contest, or the use or acceptance of the prizes or any portion thereof to be eligible for the Prize; and (ii) where permitted by law, granting Sponsors the right to use his or her name, voice and likeness for advertising and publicity purposes without additional compensation. Members of Mileyworld.com, IMM and Miley Cyrus will select a Winner from among the four (4) Finalists. In order to become a Winner, a Finalist and his or her parent or guardian will be required to enter into an exclusive talent representation and music publishing agreement with IMM or an entity designated thereby.
5. JUDGING: All entries will be judged by IMM, whose decisions are final and binding in all matters relating to this Contest. Entries will be judged on their earnest nature and their originality. Entries must be the original work of the entrant and it must not have won any previous awards or competitions. Sponsors reserve the right to post the winning entries on MileyCyrus.com, MileyWorld.com or any Sponsors’-designated website of Sponsors’ choosing.
Winner will be determined on a date to be determined no later than December 31, 2008, and will be notified via email. If any (i) winner’s parent or legal guardian does not respond to the instructions in the email within twenty-four (24) hours of the email being sent by the Sponsors, (ii) if the notification email is returned as non-deliverable, or (iii) if winners is found to be ineligible or not in compliance with these Official Rules, such winner will be eliminated and any potential prize winning will be forfeited and an alternate winner will be determined. Odds of winning will depend on the total number of eligible entries received. Limit one (1) prize per individual/household.
6. The prize is as follows:
Grand Prize (1): Winner (“GP Winner”) will be awarded a 3 day/2 night trip for GP Winner and one (1) guest to a location within the continental United States to be determined to record a demonstration album with the support and guidance of Miley Cyrus ("Prize Package") on a date to be determined on or prior to June 30, 2009. The GP Winner’s guest must be the parent or legal guardian of the GP Winner. Prize Package includes: (i) round trip coach air transportation for two (2) from the major airport nearest GP Winner's residence to the site of the recording studio, (ii) standard hotel accommodations at a hotel of Sponsors’ selection of one (1) room (double occupancy) for two (2) nights; and (iii) production of a demonstration music album, to be fulfilled and conducted solely by IMM. All travel must be completed by December 31, 2009. If the GP Winner and his/her guest live within 200 miles of the location of the video shoot, the round trip transportation portion of the Prize Package will not be awarded to such winner. Such winner will be responsible for all travel expenses to and from GP Winner’s residence to the location of the video shoot. No extensions will be permitted, and any unused travel will be forfeited. Prize Package cannot be used in conjunction with any other promotion or offer and may not be separated. All tickets issued in conjunction with the Prize Package are not eligible for frequent flyer miles, and no code-share flights may be used. Travel in Prize Package may not be transferred or assigned except by Sponsor. GP Winner and guest must travel on the same itinerary and depart from and return to the same point of origin and be able to travel on dates specified by Sponsor. Items not specifically mentioned as being included as part of the Prize Package are solely the responsibility of GP Winner and his/her guest. Sponsor reserves the right to add or eliminate any element of the Prize Package. If a component of the Prize Package is not available during GP Winner’s trip for whatever reason (e.g., weather conditions, etc.), that portion of the Prize Package will be forfeited, and no compensation will be awarded in lieu thereof. GP Winner and guest are solely responsible for providing all necessary identification documents, passports and/or proof of residency. Failure to provide such documents may result in trip cancellation upon airport check-in. Prize Package conditions may be added or modified by companies providing any portion of the Prize Package. The Prize Package restrictions/conditions stated herein are not all-inclusive and may be subject to additional restrictions/conditions, which may be stated in the affidavit and release described below and/or prize travel documents.
Total Approximate Retail Value (ARV) of one (1) Prize Package is $1500. ARV of Prize Package may vary depending on point of origin of GP Winner and guest.
All prizes are non transferable and have no cash equivalent, except as indicated herein. The value of the Prize Package will be considered taxable income and will be awarded in the name of the GP Winner’s parent or legal guardian who shall be solely responsible for all matters relating to the Prize Package, including, but not limited to, all applicable federal, state and local taxes that become due with respect to the Prize Package. Merchandise cannot be returned for cash. Substitution of prizes by winners is prohibited. Sponsors reserve the right in their sole discretion to substitute any prize with a prize of comparable value.
7. Winner Notification and Qualification:
Potential Winner: Following the judging, Sponsors will attempt to contact the Potential Winner via email. The Potential Winner (or their parent or legal guardian if winner is not the age of majority in his/her state of residence) must respond to the Sponsors by phone within twenty-four (24) hours of Sponsors’ notification, or will be subject to disqualification. If a Potential Winner (or their parent or legal guardian, if winner is not the age of majority in his/her state of residence) fails to respond within stated time period, that Potential Winner will be disqualified and an alternate Potential Winner will be selected at random from among all of the remaining eligible entries.
In order for Potential Winner to be declared an Official Winner, he/she (or his/her parent or legal guardian if winner is not the age of majority in his/her state of residence) must prove eligibility to Sponsors’ satisfaction within two (2) days of Sponsors sending the legal documents which Sponsors may require (including a W 9 tax form). In addition, Winner and Winner’s travel guest (or his/her parent or legal guardian if winner is not the age of majority in his/her state of residence) will be required to sign an affidavit: (i) releasing Sponsors from any and all liability, claims, demands and causes of action for personal injury and/or damage, theft, or loss suffered in connection with this Contest, or the use or acceptance of the prizes or any portion thereof to be eligible for the Prize; and (ii) where permitted by law, granting Sponsors the right to use his or her name, voice and likeness for advertising and publicity purposes without additional compensation. In addition, if the prize awarded includes travel, Winner (or their parent or legal guardian if winner is not the age of majority in his/her state of residence) must sign a travel release prior to ticketing, and will be required to provide a signed affidavit of eligibility and compliance with Official Rules and any and all legal documents which Sponsors may require before being deemed the Official Winner. Noncompliance with the above noted requirements will result in disqualification and the selection of an alternate Winner. Prize will not be awarded until such requirements are met.
Upon receipt of a Prize, Official Winner (or their parent or legal guardian if winner is not the age of majority in his/her state of residence) is required to comply with any and all applicable federal, state and local laws, rules and regulations. In the event, (i) a Winner chooses not to accept his/her prize, (ii) does not comply with these Official Rules, or (iii) Sponsors are unable to contact such Winner, or notification of Prize is returned as undeliverable, Prize will be forfeited in its entirety and awarded to an alternate Winner randomly selected from all of the remaining entries.
8. By entering, participants (and their parent or legal guardian if participant is not the age of majority in his/her state of residence) acknowledge compliance with these official rules including all eligibility requirements and agree to be bound by these Official Rules and the decisions of the judges and Sponsors, which are final in all matters relating to this Contest. Entry into this Contest constitutes Winner's (or their parent’s or legal guardian’s if winner is not the age of majority in his/her state of residence) agreement to sign any and all legal documents which Sponsors may require.
9. All interpretations of the rules and decisions by Sponsors are final. Sponsors reserve the right at its sole discretion to disqualify any individual it finds to be tampering with the entry process or the operation of the Contest or any web site associated therewith; to be acting in violation of the Official Rules; or to be acting in an unsportsmanlike or disruptive manner, or with intent to annoy, abuse, threaten or harass any other person. CAUTION: ANY ATTEMPT BY A CONTEST ENTRANT OR ANY OTHER INDIVIDUAL TO DELIBERATELY DAMAGE ANY WEB SITE OR UNDERMINE THE LEGITIMATE OPERATION OF THE CONTEST IS A VIOLATION OF CRIMINAL AND CIVIL LAWS AND SHOULD SUCH AN ATTEMPT BE MADE, SPONSORS AND THEIR DESIGNEES RESERVE THE RIGHT TO SEEK DAMAGES FROM ANY SUCH CONTEST ENTRANT TO THE FULLEST EXTENT PERMITTED BY LAW.
