i always go up to people with dogs to say hi, especially people with pups. and actually, puppies crave attention so elvis probably said hi to her first xD
plus, just because he's nick jonas doesn't mean everyone has to treat him like a celebrity.
She is lucky. but I guess I would touch the dog because I wouldn't want to have Big Rob tackle me or have him think I was psycho. :)
I think she is one of the people who works at the vetrinary clinic, because that is where Nick was going with Elvis, and she is wearing that type of uniform.
If I saw Nick walking Elvis I would probably go up and ask if I could pet Elvis. I don't think I freak out and be like "AHHHHHHHHHHHH YOU'RE NICK JONAS!!!!! AHHHHHHHHHH!!!!!!!! AHHHHHHHH!!!!!!!!" and scare him and the dog away. Plus, if you go to the dog first, Nick may become a little more relaxed.

i like freaked out when i saw the pictures of nick taking elvis to the vet because i volunteer at my veterinary hospital and i was just like oh how i wish i volunteered at that vet!
Even if she isn`t working at the vetrinary clinic, I don`t see why she would be crazy for maybe saying hello to the dog first. Dogs are cute, specially puppies. Maybe she is one on of them who doesn`t know whho Nick is, or doesn`t care. Or she just think he has a cute dog. And i agree, going for the dog first, probably makes him more comfortable.

i have this thing for really cute dogs and Elvis is insanely cute. so i would be like" awww cute dog !!! " and go and pet elvis,if i ever saw nick w/ elvis , that way i wont seem like an obssesssed fan ,lol
